The 0.1 tip in

I just wanted to ask some of you guys who know more about basketball than me if its possible to score with just 0.1 seconds left on the clock.
I thought i heard some where it took at least 0.4 seconds for a tip im to be good.

.1 you can tip it in (the clock doesn't start until the ball is touched on the in-bound.
