I've been playing around with some widgets that would add a button on each page so that if you want to you could add that page to different social bookmarking sites like del.icio.us, digg, technorati or stumbleupon etc.
I'm curious though, do any of you guys use any of those types of sites?

Social bookmarking sites allow everybody to bookmark their favorite sites online. With lots of people bookmarking their favorites online it lets you see which sites are the most popular.
Sites that get to the top of digg or technorati can get crazy amounts of traffic as a result.

But who sees the bookmarks and where? Would I have an account with one of those sites and just list my favorite sites? Or would I just vote and it would push the site up some kind of list?

One of the things that I dislike about those sites is that they all ask that you set up an account. After your account is set up, then everyone can see your bookmarks.
