How will the draft change if Rubio is forced to stay in Spain? Also, how can the spanish IRS own the rights to Ricky?

He has already filed a law suit...I doubt this keeps him out of the draft...

Exactly, they would draft the rights to him and he would join the team when he was able to join. Way back in the day when I was a half pint the cowboys drafted Roger (the dodger) Staubach even though he was still in the Navy, he joined the team when he got out of the navy...

This might actually help him. Remember how the Rockets had to pay the Chinese gov't money for Yao? Well, since the CBA limits the number to 500k on a buyout to a team overseas, but not government negotiations, Rubio might not have to pay a cent of the buyout. But this also might get him out of a lot of that.

And both Hacienda and Joventut seem like bad groups of people to work with. No morals.

My understanding also...this will not hurt his draft status at all and will probably help (the buy out side)...

Yeah, I dont see David Stern letting this go awry. Guy has some pull, and will find a way to see this kid get into the NBA. Too much money involved, and expanding the NBA's sphere of influence even deeper into Europe. If he can find a way to coerce China in the Yi matter, than this will be much easier.
