There's a bit of selection bias in that assumption. Nowadays, big guys simply aren't as good as they used to be so you're going to have a smaller sample size to draw from since we don't have measurements from most past players.
We do have Shaq at 7'7, Mourning at 7'6.5, and Shawn Bradley at 7'5.
I'd bet guys like Russell, Wilt, Hakeem, Kareem, Moses, etc all had wingspans in that range as well. So it's not out of the question.
Even now, we have guys like Durant, Aldridge, Elton Brand, Brook Lopez, Anthony Davis, Larry Sanders, Cousins, DeAndre Jordan, JaVale, Drummond, and Haywood who are all in that 7'5"+ range that are capable NBA players
Adding to my previous post after a long nap. How about this? Move my skepitcism point from 7'5" to 7'7" wingspan. That's where they REALLY start to disappoint. (Pulling for Biyombo, though)
