I would go ahead and give him 10 mil per year for four years
I think right now the ball park figure would be 9-12 million a year over 3-4 years. However, this obviously depends on the upcoming season, you see Larry Sanders potentially getting a 10+ million contract for solely based on what he did last year. If Kemba make no real improvement this year expect him to get in the 9/10 million range, if he does up his game it will go up to 11/12.
But like Jefferson's contract, I don't see Kemba signing for four years, I think he would do three, or maybe two with a player option on the third. That way if we are not competing in the playoffs he can leave for a play off team, I only say this because we all know how much Kemba hates losing.
I would offer him a 5 year $40 million contract today. If he didn't take that (which would give him a raise next year), I would offer him $50 million next year over 5 years. I don't think he will get to the $60 million mark unless he has a monster year. Max deal? No way.

max players are superstars / franchise players.
Kemba is a good ways off from that level.
